Report on the Situation in Spain.
(Received from Madrid, November 6th, 1934).

Dear Comrade,
On the instructions of Comrade Fernando de los Rios I am writing with the object of giving you certain information on the October Revolution in Spain.
With regard to the origins of the movement you have already said in two political "Informations" all that relates to the political phase during which Lerroux withdrew from the Republican-Socialist Government and then acted in such a way that his treason brought him the greatest possible benefit. Lerroux is the business politician par excellence, for everything he does is for money and those who act and collaborate with him are of the same school. The theory to which all the Lerrouxists have voluntarily submitted, and which they do not conceal, is that public money is there to be stolen. They do not do anything except for money. Lerroux - and these are established facts - encouraged and stimulated General Sanjurjo to strike his blow in August, 1932, but he abandoned him at the last moment, and betrayed him as always, doubtless because he was not given enough, or was not given anything.
He immediately sought an alliance with the Jesuits represented politically by the party of Gil Robles. You are aware that the Jesuits rely upon a large number of businesses in Spain: banks, transport undertakings, industrial enterprises, lighting companies, newspapers etc. Here there is money. It is said by those in closest contact with Lerroux that the increase in railway rates has been worth three million pesetas to him. Nor should we forget the great friendship between Lerroux and Juan March, the famous smuggler and millionaire who was pursued during the first years of the Republic for having defrauded the State of several millions, and who was saved by Lerroux. Lerroux is a man without any fortune or property of his own, yet the scale on which he lives, in spite of his 70 years, is equivalent to a daily expenditure of 650 pesetas.
This is the obscure aspect of the problem. Politically it may be observed that from September, 1933, when the first phase of the Republic came to an end and Lerroux took power, the Republican State went from bad to worse, slowly preparing, with a perseverance worthy of a better cause, the way for a restoration of the Monarchy. The acts of the public power in contravention of the Constitution and the law are innumerable.
Here is a summary of the facts published in the report made by the National Committee of the Party which met at the end of September.
