SPAIN:
Referring to the telephone conversation which Comrade Bolton had with Comrade Stolz on the 19th, I should like to give you the following supplementary information about Spain.
(1)    Caballero's Parliamentary Immunity:
According to recent information received from our Madrid correspondent, the statements in the daily papers on this subject are not quite exact.      It is true that the Cortes refused to hand Caballero over to the courts in respect of a charge arising out of a speech he made at the beginning of 1934 in the Europe Cinema. But this statement created the completely false impression that, by that decision of the Cortes, Caballero is still covered by his parliamentary immunity, which is wrong, because a few days before this refusal,  the Cortes had actually agreed to withdraw his parliamentary immunity and allow him to be arraigned before a court-martial on the charges of insurrection, providing Asturias with arms, etc.
Caballero is still in prison and a number of people, inside and outside Spain, are very seriously concerned as to his safety, because certain military circles want him executed.       On the other hand, assurances are being given for his safety.    In reply to a telegram sent to the President of the Republic, Alcala Zamora, declarations were made that no further executions would take place, with special reference to Caballero.
