Dear Comrades,
In your letter of December 29th, 1934, you approached the Labour and Socialist International and the International Federation of Trade Unions with a suggestion that the "International Red Aid" and the "Matteotti Fund" should "carry on a united campaign in favour of the Spanish workers", and you "take this opportunity of raising the question of joint international action for the innumerable victims of terrorism in the various countries."
It cannot be the purpose of this letter to consider the fundamental problems of the united front. Nor do we wish to discuss here the despicable calumnies which the "Red Aid" spread against the "Matteotti Fund" only a few months ago on the occasion of the relief campaign in Austria.
We do not wish either to be drawn here into hair-splitting discussions as to the sense in which the "International Red Aid" is an "organisation above party". It is sufficient to recall the following statement made by the President of the Communist International in his opening speech at tho Congress of the "Red Aid" in Moscow on May 25th, 1925: -
"The International Red Aid is a Communist organisation which takes as its goal the provision of help for [whose purpose is to help] the workers throughout the whole world who are persecuted by the bourgeoisie. The International Red Aid is not a philanthropic or [friendly society] a charitable organisation - it must regard itself as a limb [part] of the international proletarian movement. The Executive Committee of the Comintern regards the International Red Aid as one of its branches [parts], and indeed as one of the [its] most important [parts] of them". (Red Aid, Congress Report, p.28)
The Communist International has of course every right to create auxiliary institutions according to its needs, just as the L.S.I, and the I.F.T.U. have created an auxiliary institution in the Matteotti Fund.
