JOINT MEETING OF I.F.T.U. EXECUTIVE AND L.S.I. BUREAU, HELD IN C.G.T. OFFICES, PARIS, ON SEPTEMBER 13TH, 15TH AND 16TH, 1937.
A joint meeting of the Executive Committee of the I.F.T.U. and the Bureau of the L.S.I. met in Paris on the 13th, 15th and 16th September, 1937, at the request of the Spanish comrades.
The British representatives in attendance were Sir Walter Citrine (who was unable to attend on 13th, but presided at the later meetings), Dr. Hugh Dalton, M.P., and Mr. W. Gillies.
The Spanish Trade Union Centre and Socialist Party were represented by Caballero, Tomas, Araquistain, Pena and Azorin.
After the Spanish comrades had appealed to the members of the two Internation[al]s to do everything possible to urge their respective Governments to
1. secure the full restoration of commercial liberty to Republican Spain;
2. secure the withdrawal of Italian and German troops, and
3. secure to Republican Spain the right to purchase arms for its defence;
the following resolution was agreed:-
"The I.F.T.U. and the L.S.I. have on various occasions, and particularly in their resolution of the 24th June last, laid down the common policy which they intend to pursue with a view to the restoration of international law in Spain and the maintenance of general peace by a resolute application of collective security.
"Events have only too convincingly proved the correctness of their view, and they are more than ever determined to pursue most energetically and with all the means at their command the execution of the programme which they have decided on, in the said resolution.
"If public opinion desires it with enough force, the Council and Assembly of the League, which are at the moment in session, can contribute to a great extent in saving peace and restoring the rule of law. The Internationals demand that the following measures be taken at once as a first step:-
