THE PROGRAMME OF COMMON ACTION OF THE SPANISH SOCIALIST AND SPANISH COMMUNIST PARTIES
(Translation from text of L'Humanite, August 20, 1937)
Madrid, August 19, 1937.
The National Committee for Coordination of the Socialist and Communist Parties publishes the following document, which has been drawn up by a committee composed of delegates of the two Parties:
1. Strengthening of the combative power of the Republican Peoples' Army
Creation of one single Peoples' Army and suppression of what remains of the militias or sectors, and autonomous formations; rigorous application of compulsory military service by the reduction of the existing exceptions to a minimum; energetic and methodical purge of the army; constant increase in the number of reserves; promotion to higher posts of outstanding fighters from the ranks who have gained experience in the course of the fighting; one supreme command, with effective control of the army and of operations on all fronts; practical and moral assistance to war commissaries in the accomplishment of their important functions; military vigilance as regards enemy agents; pre-military organisation of working-class youth; material, political, and moral aid in strengthening the fighting capacity in the various branches of the army; constant attention to be paid to the living conditions of the soldiers in the great peoples' army, within which are united the bravest fighters of the people, who must receive special care as regards food, hygiene, health and punctual payment of wages; pensions to the families of the killed and the wounded; the latter to receive special professional training.
2 . Powerful War Industry
The organisation and development of a powerful war industry which will produce in sufficient quantities all the arms and munitions necessary both for the front and for reserves; rapid nationalisation and militarisation of existing war industries; intensification of production and check on the quality of the goods manufactured; the handing over to the authorities, for purposes of distribution, of the arms and munitions which are in the hands of groups and organisations behind the lines, and severe punishment for those found to be retaining arms without authorisation; cleaning-up campaign within the trade unions as an example to the masses, with a view to creating a spirit of emulation and initiative, and intensifying war production and labour discipline in the munition factories.
3. Active Co-operation in the organisation of fortifications for the fighting forces and the civil population.
4. Active contribution to the organisation and rapid functioning of the Transport Services.
