Further to our letter of September 28th, I have looked again at your brief enquiry of September 26th, and feel that it may have been occasioned by a circular which the International Brigade Association is sending round.     Nowadays this association is under communist control and it would be out of order therefore for Trades Councils to spend their time in discussing correspondence from this source.     This circular purports to deal with a recent decision of the French government.
As you know France offered asylum to a large number of Spaniards some 12 years ago.     A proportion of those - about 180 - have been held by the French authorities to have abused this hospitality by forming clandestine communist organisations. These persons were given the choice of being interned in Algeria or being sent to any country behind the iron curtain. Less than 30 preferred the iron curtain and the remainder sailed to Algeria three weeks ago.
