International Brigade
Thank you for your letter of the 3rd December in which you send copies of communications which you have received from the above named organisation which desires to circulate an appeal to the branches of your union for funds for its work and for support of its activities.
The International Brigade Association is a Communist-dominated body. Association with it, therefore, is contrary to Congress policy. I am returning herewith the communications which you were good enough to allow me to see.  It may assist your reading of this document for me to inform you that "United Socialist" is equal to "Communist".
