SPAIN:  NON-INTERVENTION AGREEMENT.
"The non-intervention agreement is extended as and from midnight February 20-21 to cover the recruitment in, the transit through, or departure from their respective countries of persons of non-Spanish nationality proposing to proceed to Spain for the purpose of taking part in the present conflict...."

March 7     Reported that a further 10,000 Italians landed in Spain on Sunday, February 28.
Manchester Guardian, March 7.
(Mr. Attlee raised this matter in the House of Commons on March 8 in the following question:
"Has the noble lord any information with regard to an additional 10,000 troops from Italy having been landed in the last few days?"

March 8     Announced that the Committee on Non-Intervention had adopted a plan of control to prevent the landing of munitions and volunteers in Spain. This is to come into force on March 13.
A Council has been appointed of representatives of the United Kingdom, France, Germany, Italy, and Russia.
For the purposes of control the coasts of Spain will be supervised by the fleets of Great Britain, France, Germany, and Italy.
The Committee on Non-Intervention is to proceed to the discussion of other forms of non-intervention, i.e., withdrawal of volunteers and financial aid.
