Dear Mr. Gwilliam,
Thank you for your letter of the 22nd April with which you forward a circular appealing for financial help, which you have received and which you say is typical of many which reach you from time to time.
I quite agree with the view which you express in your letter, which is that Trades Council funds should be used for the development of trade union activity and prestige within the Trades Council's own locality.
For future guidance, I think that in your capacity of secretary of the Council, you should only bring to the notice of the Trades Council any appeal
