Madam,
I am directed by Mr. Secretary Eden to refer to your letter of the 14th September, regarding your Committee's proposal to send a delegation to Spanish insurgent territory for the purpose of arranging for the return of certain of the Basque children now in this country, and to inform you that His Majesty's Charge d'Affaires at Hendaye submitted your Committee's proposals to the insurgent authorities on the 16th September and enquired whether any objection would be raised to the delegation's proposed visit to Bilbao.
2. On the 25th September, His Majesty's Ambassador at Hendaye, who had in the meantime returned to his post, reported that he had pressed for an early reply to Mr. Thompson's enquiry on this subject and that he had been informed that this was in preparation, although no hope was held out that the insurgent authorities would agree to allow any of the Committee's representatives to come to Spain. As regards the alternative proposal submitted by the Duchess of Atholl on the 21st September, that the delegation should begin by visiting Salamanca, I am to state that this was communicated to His Majesty's Ambassador on the 22nd September with the request that he should pass it on to the insurgent authorities if he considered that it was likely to prove more acceptable to them. On the 23rd September Sir Henry Chilton replied that it would, in his opinion, be a tactical mistake to complicate the issue by
