Dear Secretary,
Spain.
The National Council at its Annual Meeting yesterday gave serious consideration to the critical situation in regard to Spain, and the dangerous possibilities arising out of recent developments and adopted the enclosed resolution expressing the conviction that the matter should now be more definitely taken in hand by the League as representing a grave threat to world peace.
The Council believes it to be of the greatest importance that public opinion should express itself powerfully and urgently along the lines of this resolution, and I was asked to invite your co-operation in this, and to submit the following suggestions for action, for your consideration:
1. That your Executive Committee should be asked to make representations at once along similar lines to the Prime Minister and the Foreign Secretary, securing the widest publicity for any steps that are taken.
2. That your Branches or members be urged at once to mobilise public opinion in the same sense in their own localities, particularly encouraging the sending of individual telegrams or letters to the local Member of Parliament.
3. That where possible public meetings to support the resolution should be organised on a representative basis, or appropriate meetings already arranged, utilised for this purpose.
The Council felt it is most desirable to stress the responsibility and influence of public opinion in a situation of this kind, and I should be grateful if the suggestions made above and any other possibilities of action, may have your sympathetic consideration at once.
The Council will be glad to supply additional copies of its resolution if required - though it would appreciate some contribution to the cost of preparation where really large quantities are needed.
