Dear Tewson,
You wrote to me on the 25th April about Mr. Manuel Egusquiga Urrutia. I considered Mr. Urrutia's case very carefully before I decided to maintain in force the provisions of the Aliens (Movement Restriction) Order, 1940 against him. I have again considered the case in the light of your representations but I am sorry to say I can at present find no ground for departing from that decision. This applies equally to the other Spaniards mentioned in your letter.
I am afraid I am unable to go into the reasons for my decision.
