Dear Morgan
I am sorry I cannot be at the Committee tomorrow night to hear Prof. Marrack's report on the Unit in Spain.
I confess that the Reports fill me with profound uneasiness as to the quality and efficiency of its administration out there and of some of its personnel.
I feel that if we could get a good ex-R.A.M.C. officer of the right type and put him in charge we might be spared a lot of trouble even if we had to pay him something.
Except that we require, of course, a general loyalty to our purpose I am sure that no political considerations ought to enter into the choice of people from those who volunteer. Efficiency & suitability alone ought to count.
Anyhow I do hope that, regardless of personal consideration, there will be no hesitation in making such changes
