Dear Jeger,
I hope you will not mind, as I will not be present at the meeting tonight in its early stages, if I make a reference to the Minutes of the Meeting last week, at which, as you know, I was not present.
I do not know whether I am competent, seeing that I was not present, to challenge the correctness of the Minutes as minutes, and, of course, I am not doing so, but I hope I may with respect draw your attention to Item No. 2(f) of the Minutes, in which it appears that the Committee decided to inform the Inland Revenue, in response to their enquiry, that Dr. Tudor Hart received no emoluments from the Committee. I really cannot see my way to agree to that proposition. The decision, of course, has already been taken and it probably must stand, but at the same time, seeing that we are dealing with the important Financial Department of the Government, I want to make it quite clear that we paid for Dr. Hart's locum for his practice in London for a considerable number of weeks, and that must be regarded from the Inland Revenue point of view as emoluments Dr. Hart received from us. It may be, of course, a very technical point, but I think we should be fair with the Inland Revenue, and tell them quite frankly the situation and let them decide whether, in the circumstances, such a payment to Dr. Hart's locum is to be regarded by them as emoluments from us to Dr. Hart. At any rate I want to make my own personal position quite clear, and say that I disagree with the situation as it stands, and I think we should place the true facts before the Inland Revenue. I think it is extremely important when dealing with Government Departments, especially having regard to an enquiry of this nature, that we should place the facts completely before them.
