Dear Father Vincent McNabb,
I am wondering whether you could see your way to see me some time to-morrow morning, as early as possible or round about lunchtime, as I will be in Hospital in the morning.
I am very anxious to see you, because as a Catholic I would like to know the exact distinction between the powers of a Papal Legate and an Apostolic Delegate.     I know there is a great deal of difference between the powers, and the question has arisen with regard to the Apostolic Delegate at Bilbao.
I am greatly perturbed at the Catholic attitude towards the Spanish Civil War.     I think it a grave blunder, as grave as that which  occurred at the time of the Reformation. —  An outlook without vision, without democratic insight and wordly statesmanship.
The Apostolic Delegate at Bilbao has now appointed as his representative in England for trying to secure the repatriation of the Basque children now in this country, one Father Gabana.     In my view this is an extremely bad choice, because I have previously heard Father Gabana on the platform on one of his previous visits to Great Britain, and he then gave vent to the most partisan reactionary remarks in favour of General Franco's illegal mutiny causing the Civil War in Spain.     That such a Priest, after expressing such partisan opinions on public  platforms, should be appointed by the Apostolic Delegate at Bilbao, who in turn is appointed by the Pope, as his Emissary in this country for this specific purpose, is, in my view, a tragedy, and I would like to know the power of the Apostolic Delegate, and whether I would be entitled to
