Dear Mr. Bevin,
During Congress week, our Chairman received a telegram concerning the arrest and threatened shooting of Santigo Alvarez and Sebastian Zapirain. Since I returned I have received another telegram on the same point. I know nothing about the surrounding circumstances, but on the face of it it would appear a very extreme measure for the Spanish Government to undertake if it carries out its reported intention of shooting these men.
I wonder could you use your good offices to raise the matter with the Spanish Government to express the concern that is felt in the Trade Union Movement at the possibilities of the men concerned being executed.
