Dear Mr. Elger,
INTERNATIONAL BRIGADE DEPENDENT'S FUND.
Referring to your letter of October 27th enquiring as to whether our position has changed in regard to the above matter since I wrote you on June 23rd I may say that the question has not again been considered.
If we were approached on this subject I do not think we could support the appeal for the following reasons:-  
(a) our appeal has been made for specific purposes;
(b) it is known that certain Trade Union Branches are taking action themselves in regard to cases of where the person concerned is or was a member of their Branch;
(c) several Unions have raised the legal position and explained that their rules would not permit them to subscribe to a fund of this character.
There is also a further point that a Committee engaged in work of this character would be undertaking an almost unlimited responsibility on account of the fact that if they are to cater for dependents of the men who have fallen one cannot see a finality to the claims.
