Dear Comrades,
At its meeting on January 17th, 1938, the L.S.I. Executive dealt with the following questions :
I. Socialist Interparliamentary Conference. The Spanish Socialist Party submitted a proposal to convene a Socialist Interparliamentary Conference in Spain. We are enclosing a translation of the letter to the Executive as well as a translation of the programme drawn up by our Spanish comrades as a provisional proposal. The Executive of the L.S.I. has decided to communicate with the Secretariats of the Parties affiliated to the L.S.I. in order that they may submit the Spanish comrades' proposal to the Socialist Parliamentary Groups in their respective countries, asking their opinion about the possibilities of organising such a Conference and, eventually obtaining the suggestions as to amendments or completion of proposals put forward.
During the course of the discussions at the meeting it appeared that a number of Members of Parliament would be in Spain at the beginning of February on the occasion of the re-assembly of the Cortes, and that it would, therefore, be preferable to hold the Conference, proposed by our Spanish comrades, not at the end of February but at a later date. Also from the point of view of an effective preparation a later date would be more convenient. If Easter or Whitsuntide were chosen, the number of participants would certainly be greater. Therefore, it would be desirable that the Parliamentary Groups, if they agree with the proposal in principle, also state their views on the question of the most convenient date.
We ask the Secretariats of the Parties affiliated to the L.S.I. to let us know the opinion of their Parliamentary Groups, before the end of February at the latest.
II. Coming Meetings of the L.S.I. The L.S.I. executive decided to hold another meeting during April, 1938, and to place as principal item on the agenda the whole problem of the Fight for Democracy. Also it will be decided at this meeting whether an International Conference is to be organised during the coming summer or autumn. You are aware that the last International Conference of the L.S.I. was held in 1933, that is, five years ago, and the last Congress in 1931, seven years ago. The L.S.I. Executive invites the affiliated Parties to examine the question as to whether it is desirable to convene a Conference this year, and to make known their point of view to their delegates who will attend the Executive meeting, without however imposing upon them a definite mandate. The Executive, in fact, is of the opinion that it will be the discussions at the meeting itself on the question of the "Fight for Democracy", which will demonstrate if, and in what measure, it would be opportune to make this problem the principal object for a Conference.
