Dear Miss Jacobsen,
POSITION IN BARCELONA.
Your cable relating to the terrible position in Barcelona has now been considered by the General Council, but I am afraid it is quite impossible for them to take on further liability in the manner you suggest.
You will probably be aware that we are co-operating with the National Committee for the Care of Basque Children who have now been here for nearly twelve months.
The position is, that in spite of the fact that about eighteen hundred of the four thousand children have been returned to their parents, the National Committee find themselves in the position of having more children actually on their hands for whom full financial responsibility has to be accepted than they had six months ago.     Local Committees have found themselves unable to continue;   many of the Catholic Homes have been relieved of their responsibility; and the financial position is such that even in the immediate future a desperate position may arise.
I am very sorry I am not able to send a more helpful letter, but apart from the above you will have some idea of our general commitments.
